Staff management software development

For operations directors and HR leads in small and medium employers who need employee records, leave entitlements, approval chains, absence recording and shift rotas built around their own working patterns, rather than a generic HR tool that assumes everyone works Monday to Friday.

The problem

What goes wrong today

Where it usually starts

A business with a hundred and forty staff across a head office, two depots and a shift-working customer service team runs leave on a spreadsheet per team.

  • Each manager keeps their own, with their own idea of how entitlement is calculated for part-timers and people who joined mid-year.
  • A request is an email; approval is a reply; the team calendar is a whiteboard.
  • When two drivers from the same depot are both approved for the same week, the depot manager finds out when the rota will not fill.

Where it gets harder

Employee records are a folder of scanned contracts and a personnel spreadsheet that HR updates when told.

  • Probation end dates pass unnoticed.
  • A driver's licence expiry or a forklift certificate renewal is spotted by accident.
  • Sickness is recorded inconsistently, so the pattern that should have triggered a conversation is never seen, and return-to-work discussions happen only when a manager remembers.
  • Shift patterns for the customer service team are built in yet another spreadsheet that does not know who is on leave.
  • Nobody can answer, on any given day, how many people are at work, who is off and why, or who is due a review this month.

Scope of the service

What the build covers

A custom staff and leave management build normally covers the employee record and everything that hangs off it. Employee records hold personal and contact details, the role, the team and line manager, contract details such as hours, working pattern and start date, and attached documents with type and expiry. Leave types are defined by you, including annual leave, time off in lieu, unpaid leave and any that are specific to your business, with entitlement and accrual rules that handle part-time hours, mid-year starters and leavers, and carry-over limits. Leave requests go through an approval chain that can differ by team, with a team calendar showing who is already off and a minimum-cover rule that warns the approver. Absence recording captures sickness and other unplanned absence with a return-to-work step and pattern reporting for managers. Rota and shift patterns define recurring patterns per team, assign people to shifts with their leave and absence taken into account, and publish the rota to staff. Probation and review reminders prompt managers before dates arrive. Document expiry tracking covers right-to-work records, licences, certificates and training, as dated records with a reminder schedule. Manager dashboards show headcount, who is off today, outstanding requests and upcoming dates.

We work through your organisation with you first: how many teams and what their working patterns are, how entitlement is actually calculated and where the exceptions live, who approves leave for whom, whether rotas are in scope, which documents expire, and what the payroll provider needs each month. Each becomes a named workflow stage in the scope document.

Deliberately out of scope

  • Payroll itself, which stays with your payroll provider and receives absence and leave data through an integration
  • Recruitment, which has its own package
  • Employment-law advice, which the system does not give. The system records what your policies decide
  • It does not decide the policies

When the scope grows

Scoping scenario

A care provider with four homes wants a rota per home with minimum qualified-staff cover per shift, leave approval that checks the rota before the home manager sees the request, sickness patterns reported to the regional manager, and training certificates tracked per carer with reminders to both the carer and the manager. The cover rules tied to qualifications make this a custom build, and the scope document says so plainly.

Deliverables

What you receive

  • Discovery notes from mapping leave, absence and rota handling in each team
  • A written scope document naming each stage from request to balance update, the entitlement rules, the rota patterns and what is left out
  • Designs of the employee record, the leave request and approval, the team calendar and the rota view on phone and desktop
  • The build, including rotas and document tracking where in scope, deployed to your hosting or ours
  • Migration of employee records, current balances and documents from your spreadsheets and folders
  • Training for HR, a session for line managers and a short guide for staff
  • Handover material and full ownership of the source code and your data

Process

How a project runs

Each stage maps onto the project view in your client panel. Durations are set in your proposal, never on this page.

  1. Onboarding

Access to your personnel spreadsheet, leave spreadsheets, document folders and payroll export format; a list of teams, managers and leave types in use.

    Project stage: Onboarding
  2. Planning

Discovery with the HR lead, an operations manager and a shift supervisor; entitlement rules, approval chains, rota patterns and document types are written into the scope document.

    Project stage: Planning
  3. Design

Request, approval and rota screens designed for staff and supervisors on a phone; the employee record and dashboards designed for HR and managers at a desk.

    Project stage: Design
  4. Development

Built in layers: employee records and documents, then leave types and requests, then absence and reminders, then rotas and dashboards.

    Project stage: Development
  5. Client review

Two teams run their real leave requests and a rota cycle through the system for a month and tell us where it does not match how they work.

    Project stage: Client review
  6. Revisions

Changes from the review are made and re-checked against the scope document.

    Project stage: Revisions
  7. Ready for launch

Records and balances migrated and checked by HR, the payroll export verified against a real month, reminders tested, launch checklist signed off.

    Project stage: Ready for launch
  8. Delivered

The organisation runs leave, absence and rotas on the new system; hosting and maintenance continue under their own agreement if taken.

    Project stage: Delivered

Integrations

Commonly integrated

Systems this kind of business usually asks us to connect. Each integration is confirmed during discovery; none is assumed.

  • Payroll providers and bureaux for leave, absence and hours data each pay period
  • Calendar platforms so approved leave appears in team and personal diaries
  • Single sign-on and staff directory providers
  • E-signature providers for contracts and policy acknowledgements
  • Time and attendance or clocking systems for actual hours against rota
  • Training providers and learning platforms for certificate completion records
  • Right-to-work and identity check providers, as a record of the result and date

How we would approach it

Worked example

Concept demo

A four-home care provider with qualified-cover rotas

The situation

A care provider with four homes wants a rota per home that enforces minimum qualified-staff cover on every shift, leave requests checked against that rota before the home manager sees them, sickness patterns reported to the regional manager, and training certificates tracked per carer with reminders going to both the carer and the home manager.

Why it is a custom build

The custom route is needed because cover rules depend on qualifications held, which goes beyond the headcount-based minimum cover the package offers.

The scope we would propose

  • A qualification attribute on each employee record fed by the certificate tracker, shift definitions that state the cover required by qualification
  • A request flow that shows the approver the effect on cover before approval, absence pattern reports by home and region
  • A reminder schedule per document type with two recipients

Pricing

What affects the price

Every proposal is priced on scope. These are the factors that move it most for this kind of build.

  • Number of employees, teams and sites, and the variety of working patterns
  • Leave types and the complexity of entitlement, accrual and carry-over rules
  • Depth of the approval chain and whether it differs by team
  • Shift rotas in scope, and whether cover rules depend on headcount or qualifications
  • Document types to track and the reminder schedule for each
  • Payroll provider and the format it needs each pay period
  • Volume and condition of employee records, balances and documents to migrate
  • Hosting choice: your own hosting or ours

FAQ

Frequently asked questions

How do you decide whether we need a custom build or the package?

During discovery we compare how your teams run against the staff and leave management package. If standard entitlement rules, a single approval chain per team, headcount-based cover and the rota add-on cover your organisation, we quote for the package. Cover rules tied to qualifications, entitlement exceptions by site or payroll formats that need custom exports point to the custom route.

Can it handle part-time staff and mid-year starters?

Yes. Entitlement is calculated from the working pattern and the dates of employment using the rule you define, and the result is shown on the employee record with the working behind it so HR can check it.

Does the system tell us what the law requires for leave or right to work?

No. It applies the rules you configure and records the documents, dates and decisions your organisation makes. What those rules should be, and what checks are required, are questions for your own HR and legal advisers.

Can approved leave go to our payroll provider automatically?

Where the provider accepts a file or has an interface we can connect to, yes: leave, absence and hours for the pay period are exported in the format agreed in the scope document. Otherwise a standard export is produced for HR to upload.

Who owns the system afterwards?

You do. The source code and your data are handed over at delivery. Hosting and maintenance are optional and separately agreed, and you can move the system to another provider.
